Jockey Club Project ReBond, is a three-year initiative created and funded by The Hong Kong Jockey Club Charities Trust, co-created by Correctional Services Department & SideBySide, with The University of Hong Kong as the knowledge partner. The project aims to support individuals in the early stages of their criminal careers - newly convicted persons in desistance (PIDs) - who currently fall into service gaps by intervening early, diverting their criminal trajectories and aiding their identity development for successful reintegration, thus reducing long-term social costs and generating broader societal impact.

Project Description
Grounded in desistance theory, this Project represents the first uninterrupted intervention model that spans both prison and post-release support. The prison-to-community through-train desistance intervention model, developed with input from international experts, ensures continuous service provision from incarceration to community reentry.
The project adopts the innovative Belonging and Desistance Approach to provide holistic support for persons in desistance (PIDs) and their significant others (SOs), focusing on facilitating transformation in three key dimensions:
- Act Desistance: Developing prosocial habits and law-abiding behaviours;
- Identity Desistance: Reconstructing a positive self-identity through reflection and planning;
- Relational Desistance: Restoring and strengthening supportive relationships with family and community.
The project also introduces the concept of Life Development Blueprint, guiding participants to map out their Desistance Journey through goal-setting across short-, medium-, and long-term horizons. Each participant receives a Reintegration Passport to record their participation, learning outcomes, and personal growth both in custody and after release—serving as an important milestone on their journey towards transformation.
The project seeks to strengthen social support networks and foster an inclusive community, helping participants overcome barriers of social exclusion and stigma. Ultimately, through strategic cross-sector collaboration and sustained engagement, the initiative aims to transform participants’ life trajectories, enabling them to become contributing members of society and embody the vision of “Belonging and Desistance.”
Target Beneficiaries
Persons in custody* with sentence of less than 12 months, and their significant others.
*No more than two prior incarceration records

Service Application
Service users could obtain the service through direct application. The service is provided on a voluntary basis.
Service Withdrawal
Service users may terminate service voluntarily at any juncture of the service process. Social workers could also terminate the service upon their professional judgment and mutual agreement made with the service users
